You have to execute devtools/create_include_files.bat before compiling
the packages.

following workaround lets me get the installation done and
the installer doing his job:
Installing jcl:
For solving the problem (seems to be a localisation problem
because its not an english windows version), i had 2 do:
1. in registry KCU/Softeware/codegear/BDS/7.0 :
change the 2 keys "App" and "RootDir" from
C:\Programme (x86)\Embarcadero\RAD Studio\7.0\bin\bds.exe
to
C:\Program Files (x86)\Embarcadero\RAD Studio\7.0\bin\bds.exe
Installing jvcl:
For avoiding a message like
"F2039: Output File could not be created"
i must add the BPL to the following path, so that it
looks like the following:
C:\Users\acurrentusername\Documents\RAD Studio\7.0\BPL

a little bit debugging shows:
there seems to be a windows roaming problem with the installer:
in the function
TJclBorRADToolInstallation.GetValid: Boolean;
begin
Result := (ConfigData.FileName <> '') and (RootDir <> '') and
FileExists(IdeExeFileName );
end;
the FileExists(IdeExeFileName ) fails because of searching after
'C:\Programme (x86)\Embarcadero\RAD Studio\7.0\bin'
but the real (and working) path had to be
'C:\Program Files (x86)\Embarcadero\RAD Studio\7.0\bin' .
So the roaming doesn't seem to resolve, if i can say it this way?!?
Circumventing this, the installation-tree (with strongly flickering
tool tips, when mouse over one item) gets visible in the
main form, and the next stop is at:
dcc32.exe not found.

seems not working:
in all cases i am logged in as Admin:
-starting install.bat, it compiles(new exe in install dir) and starts
the exe, no error message, only the wrong behavior described in last
email
-when i run the install.bat in contextmenu 'as administrator'
(and i am logged in as admin!), the cmd-console pops up and i get the
message, that a path couldn't be found; (the message out of the batch file)
-setting uac to 0, this error msg doesn't occur, installer starts and
behaves as in first case
but in all cases, pressing the install-button has no effect but the
message: Installation OK; But nothing installed
